Oklahoma's Building Codes: A Foundation for Energy Efficiency
OSN is currently accepting competitive proposals until February 25, 2010 for Project Administrator and Project Director to execute the work plan for this grant. To download the Requests for Proposals for these contracted positions and a copy of the final grant proposal as accepted by the Department of Commerce select from the links below. You will read in the grant application the requirement for OSN to describe the team that would execute the work plan. Although the application process required this conceptual "team," OSN must bid these contract opportunities competitively according to federal and state rules.
Grant Overview
The purpose of this two-year project is to update Oklahoma’s building codes and promote energy efficient construction technologies across Oklahoma as a matter of public policy, economic development and environmental stewardship. This project addresses two critical areas:
- Reduce future development’s energy costs/impacts by using modernized building codes, thereby creating an economic competitive edge for Oklahoma, while protecting our state's environment.
- Retain and grow jobs in Oklahoma by developing an existing and emerging workforce trained to be competitive in an energy wise economy.

Objective 1: Reduce energy consumption, costs and impact on the environment and economy across Oklahoma. This projects focus will likely include high growth communities, which constitute a large percentage of new construction, and provide assistance to implement and enforce energy efficient building codes and standards.
Measure and benefit: Engage numerous Oklahoma communities to modernize their building codes, which at a minimum should include an upgrade to the next current version, and ideally would implement the International Energy Conservation Code (IECC) 2009 and American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE) 90.1 to be consistent with the standard being adopted by the State of Oklahoma.
Objective 2: Insure Oklahoma’s workforce and building profession can compete in an energy efficient economy by increasing skills and knowledge of new technologies and best practices.
Measure and benefit: Projected number of participants from the building construction industry and related professions attending the courses and seminars developed in conjunction with this project is 500 – 1000 per year.
Objective 3: Make energy efficiency a reality for the public and emerging workforce. Incorporate community outreach meetings, universities, career-techs, and young workers into this grant through internships and projects that build their knowledge and Oklahoma-based work experience.
Measure and benefit: Projected number of university students involved in this grant work is 10 and public speaking engagements to communities and civic organizations is 25.
Objective 4: Deliver a flexible, responsive program with a long life by integrating this program’s goals and results into the ongoing services offered by Oklahoma’s higher education institutions, CareerTech, professional / industry associations, and non-profits.
Measure and benefit: Projected number of partnering institutions, agencies and organizations submitting letters of commitment at the close of this grant to carry out the work beyond this two year program is 5.
