Brian,
Through (free) Google Documents you can create a Form. The form can be used
to tally votes and responses to the form are automatically collected in a
spread sheet. Who creates the document, has the ability to edit & view the
documents, etc would need to be decided by the board.
You do not have to have a google account to vote on the document.
Personally, I feel there would need to be additional mediums people could
vote through; some OSN members may have limited access to the internet or
none at all.
Whether or not OSN wants to support Google is another issue. There are
probably other free software options out in cyberspace.
